2020 Quebec Immigration Plan

On October 30th, 2019, the Ministry of Immigration, Francization and Integration (“MIFI”) presented its annual immigration plan for 2020. The Ministry is planning to issue up to 2,800 Certificats de Sélection du Québec (“CSQ”) in the business people category, which is essentially the same target than in 2019.

At this time, immigration applications from business people are reviewed by MIFI within 18 to 24 months, on average. With the new plan, we anticipate processing times in 2020 to remain unchanged.


IMPORTANT–ATTESTATION OF THE LEARNING OF DEMOCRATIC VALUES AND QUEBEC VALUES EXPRESSED IN THE QUEBEC CHARTER OF HUMAN RIGHTS AND FREEDOM (“Attestation of values”)

Starting January 1st, 2020, principal applicants, their spouse, and their children, aged 18 or older, will be required to provide an Attestation of values, in order to obtain a CSQ.  More specifically, the Attestation of values will be required for all clients in inventory that will process their investment after December 31st, 2019
 
To obtain an Attestation of values, the applicants and their accompanying family members will have two options:

1) Take an online test of 20 questions requiring a 75% passing grade (only 3 attempts allowed). At its release, the questionnaire will be available in French, English and Spanish. Versions in other languages, such as Mandarin and Punjabi, will be available at a later stage; or

 2) Participate to a course on Democratic values and Quebec values. This course will take place in Quebec over a 4-day period (6 hours/day) for a total of 24 hours.


IMPORTANT – QIIP INTAKE SUSPENSION

The Government also announced its intention to review the QIIP and is putting on hold receiving new applications until July 1st, 2020. In the meantime, MIFI will continue processing pending applications and will continue to issue CSQs throughout 2020 subject to the aforesaid new requirement.
