Immigration Plan for 2019

On December 4th, 2018, the Ministry of Immigration, Diversity and Inclusion (“MIDI”) presented its annual immigration plan for 2019. The total new arrivals in 2019 will be between 38,000 and 42,000 persons, down from 53,000 in 2018. To achieve its goal, MIDI will reduce the number of Certificats de Sélection du Québec (“CSQ”) issued in all immigration categories combined, including business immigration programs such as the Quebec Immigrant-Investor Program.

Immigration applications from business people are currently reviewed by MIDI within 12 months, on average. With the new plan, we anticipate the processing times to be longer, starting in 2019. This will also have repercussions on the processing time of permanent resident applications by the federal authorities, which are poised to increase as well.

However, these measures are said to be temporary until the government reassesses the situation in August 2019. According to Quebec’s Immigration Minister, Mr. Simon Jolin-Barrette, “reducing immigration levels in 2019 is a transitory step that offers us the necessary latitude to undertake efficient and personalized actions in terms of selection, French language training and integration.

IMPORTANT – 2018/2019 QIIP Intake

Please note that the 2019 Quebec Immigration Plan will not impact the requirements of the ongoing 2018-2019 QIIP intake period, and the number of applications MIDI will receive up to March 15th, 2019 remains unchanged.

Should your clients be interested in applying as a business immigrant under the QIIP, it is recommended that you encourage them to submit their applications as soon as possible as MIDI has not yet confirmed the reopening of the program in the coming years.
